Defendants-appellants Oscar Mancillas and Charles Lowry were convicted by a jury of conspiring to distribute and to possess with intent to distribute heroin, in violation of 21 U.S.C. § 846, and of possessing slightly less than a kilogram of heroin with intent to distribute it, in violation of 21 U.S.C. § 841(a)(1). Claudio A. Davalos and Saul Aveytia were indicted codefendants on the conspiracy and possession counts, and were charged...
