This appeal is another episode in the life — now legislatively extinguished — of the Montgomery County rent control law.1 Here, a landlord was rejected in its bid for an "Extraordinary Rent Increase." A subsequent statutory appeal to the circuit court was unavailing, as were a request for a hearing en banc and a motion to revise judgment. The landlord then sought a rehearing...
