Gil Haugen Construction Company is a sole proprietorship engaged in the business of construction. Following an inspection of Haugen's worksite the Secretary of Labor issued Haugen two citations and a notice of proposed penalty for violations of the Occupational Safety and Health Act of 1970, 29 U.S.C. §§ 651-678.
