Brookbank, Inc., the respondent, desired to convert 40 acres of agricultural land located near Chehalis, Washington, to lots for mobile homes. The original plan called for 103 lots but this was subsequently reduced to 95. The Board of County Commissioners of Lewis County approved a preliminary subdivision plat.
