The petitioner was convicted of first-degree murder in 1964 and was sentenced to life imprisonment. He escaped from a minimum security building at the state penitentiary in 1976. RCW 9.95.115 provides a mandatory minimum sentence of 20 years, less earned good time credit, for persons sentenced to life imprisonment. With good time credit, the petitioner would have been eligible for parole within a year and a half had he not escaped. He was recaptured...
