Petitioner was sentenced by the United States District Court for the Eastern District of Missouri on December 20, 1972, to a ten-year term of imprisonment under the special provisions of the Narcotic Addict Rehabilitation Act (NARA), 18 U.S.C. § 4251 et seq.
