Appellant Charles Kemp Drury was convicted of violating the Mann Act, 18 U.S.C. § 2422 (1970),1 for inducing Minnesota prostitutes to ply their trade during the 1977 annual session of the South Dakota Legislature in Pierre, South Dakota.
