On February 3, 1966, a grand jury in Kennebec County returned an indictment charging the Defendant with the August, 1965, murder of Lorenzo Troyer. For reasons discussed below, he has never been brought to trial on that charge. This case comes here on report pursuant to Rule 37A(a), M.R.Cr.P., for our determination of whether the Defendant has been denied his constitutional right to a speedy trial and whether his motion to dismiss this indictment...
