Defendant-appellant Secretary of State is appealing from a declaratory judgment in Hancock Circuit Court wherein the court held that plaintiff-appellee Willis Zagrovich (Zagrovich) was not in violation of IC 1971, 2-4-3-7 (Burns Code Ed.), which prohibits public officials from lobbying for compensation.

The issue raised in this appeal is whether the trial court erred in finding that Zagrovich's salary as president of the state AFL-CIO...
