The issue here is whether the Alaska Public Defender Agency had the authority to represent a person who was accused of violating subsection (2) of a Juneau municipal ordinance relating to the offense of harassment.1 The district and superior courts decided such authority was lacking, and the person accused of the offense then went to trial in the district court without being represented by counsel...
