This is an action to recover from the United States withholding of taxes assessed by IRS and paid by the Joint School District No. 1 (Plaintiff). Because of subsequent changes in applicable law, this case deals only with payments collected in the last quarter of 1971, and the first quarter of 1972. However, the outcome of this case will ultimately affect approximately fifty school districts throughout the state of Wisconsin, and their employee...
