Emetilde Guillotte, a 78 year old widow, sues for personal injuries sustained when she tripped and fell over a string of Christmas lights used to decorate the Town Hall of Iowa, Louisiana.

The facts are not in dispute. The Iowa Town Hall is a relatively small, single story structure. The public had access to the building only through the front double doors, which could be reached by three concrete paths. Two of these ran in a north-south...
