BURKE, Justice.

In this appeal we are called upon to determine whether the Municipality of Anchorage's exclusion of the Alaska Gay Coalition from the 1976-77 Anchorage Blue Book, a government publication, denied that organization its constitutional rights to freedom of speech and association and equal protection of the law.
