The Board of Governors of the Federal Reserve System (hereinafter Board) appeals from a decision of the district court granting summary judgment to the Memphis Trust Company and ordering the Board to allow Memphis Trust to acquire the shares of the Homeowners Savings and Loan Association (hereinafter Homeowners) of Collierville, Tennessee. We reverse and remand with instructions to dismiss the complaint for lack of jurisdiction over the subject...
