Petitioners Gary L. Quigg and Michael B. Reinhardt filed a "PETITION FOR WRIT OF HABEAS CORPUS OR OTHER APPROPRIATE WRIT OR RELIEF: INJUNCTIVE RELIEF: AND A DECLARATORY JUDGMENT" before this Court May 11, 1977.
