John M. Craig, the Chief Deputy United States Marshal for the District of Kansas in Topeka, GS-12, was reassigned by Wayne B. Colburn, then the Director of the United States Marshals Service, to the position of Chief Deputy United States Marshal for the Eastern District of Michigan in Detroit, also GS-12. Craig objected to his reassignment and when his objections were unavailing, he brought the present action, challenging his reassignment...
