The issue presented on this appeal is whether a school district may recover the cost of pupil instructional supplies from the parents of its students.

The annual 1976-1977 budget of the plaintiff Union Free School District of the Tarrytowns, which included an allocation of $86,419 for student instructional supplies, was twice voted down by residents of the district...
