This appeal involves diffuse issues arising out of an emergency regulation promulgated by the Alaska Board of Game (hereinafter the "Board") in response to a drastic reduction in the number of the Western Arctic herd of caribou. The regulation provided that caribou, in certain specified northern areas of the state, be killed only by permit holders, with a limit of 3,000 bull caribou to be taken.
