In June, 1976, Cameron was sued by Page for damages resulting from a May, 1975, automobile accident. In November, 1976, Cameron filed a third party complaint pursuant to ORS 16.315(4)(a) against the City of Portland, seeking recovery of the full amount of any judgment rendered against her in favor of Page. The city demurred to the third party complaint on the ground that it "* * * failed to allege tort claims...
