In this case, Dorchester Gas Producing Company (Dorchester) challenges the Federal Energy Regulatory Commission's (FERC's) rejection of a settlement agreement tendered by Dorchester for FERC's approval. The parties to the proposed agreement were Dorchester, a natural gas producer, and the Northern Natural Gas Company (Northern), an interstate pipe line company. By leave of this court, Northern appears before us as an intervenor in these proceedings...
