This is an appeal from an order of the Court of Common Pleas of Clinton County, Juvenile Division, granting permanent custody of Kathy Jean Justice to the Clinton County Children's Services Board. The pertinent history of the case gleaned from the court's docket is that on April 20, 1972, a complaint was filed alleging that Kathy, a one-year-old child, was a dependent child as defined in R.
