BOARD OF COMMISSIONERS OF LOUISIANA MUNICIPAL POWER COMMISSION "LAMPCO" v. ALL TAXPAYERS, PROPERTY OWNERS, AND CITIZENS of the State of Louisiana (including particularly the citizens of the Municipalities of Franklin, Morgan City, Natchitoches and Opelousas, the Creators of the La. Municipal Power Commission) and Non-Residents Owning Property or Subject to Taxation therein, and all other persons interested in or affected in any way by the issuance of Electric Revenue Bonds of the La. Municipal Power Commission.
