Rubie Charles suffered a compensable injury while employed by appellant Frank J. Rooney as a construction laborer. His temporary total disability ended January 14, 1975. He was thereafter awarded compensation for permanent and total disability by an administrative law judge on July 23, 1976, after a hearing on February 13, 1976, and by the Arkansas Worker's Compensation Commission on October 18, 1976.
