Appellant brought suit against a multitude of officials of the City of Dayton, Montgomery County, and the State of Ohio1 to recover damages for a denial of his civil rights. He proceeded pro se and in forma pauperis before the district court. The suit followed appellant's arrest and subsequent conviction in 1969 for forgery for which he was sentenced and served three years...
