In April 1973 the plaintiffs, the city of Springfield, the County of Sangamon, and the Springfield-Sangamon County Regional Plan Commission, filed three administrative review actions in the circuit court of Sangamon County, pursuant to the provisions of the Administrative Review Act (Ill. Rev. Stat. 1973, ch. 110, par. 264
