On August 29, 1974, Lani M. Brozyna entered King's Department Store in Buffalo, New York. She selected a shotgun and told a department manager that she wanted to buy it. The department manager asked her to fill out a "Firearms Transaction Record," as required by federal law, 27 C.F.R. § 178.124, and he asked to see some identification.
