Madhukant Jinabhai Mehta, an Indian national, petitions this court to reverse a decision of the Board of Immigration Appeals denying his application to be reclassified as a lawful permanent resident. The Board affirmed the Immigration Law Judge's findings that Mehta had failed to qualify for an investor exemption from the labor certification requirement.
