Petitioner appeals an order of the Board of Medical Examiners (Board) which terminated a previously imposed probation and revoked his license to practice medicine.

Petitioner was first licensed to practice medicine in 1952 and has practiced continuously since that time, with the exception of an eight-month period in 1971 when his license was suspended. On October 28, 1971, the Board reinstated petitioner's license, subject to a 10-year probation...
