Plaintiffs have brought this action on behalf of themselves and others similarly situated to challenge the hiring practices of the City of Philadelphia (hereinafter "City") regarding job applicants with prior histories of drug abuse. The named plaintiffs, Woolworth Davis, Salvatore D'Elia, and Herbert Sims Jr., claim they were denied employment solely on the basis of former drug use, without regard to their qualifications...
