OPINION

SPURLOCK, Justice.

This is a garnishment case. An ex-wife sued the United States to garnish her exhusband's military retirement benefits to enforce a judgment and award of the retirement pay and child support.

We reverse and dismiss in part, and affirm as modified in part.
