Appellant is a welfare mother who receives benefits under the Federal Aid to Families with Dependent Children (ADC) program, 42 U.S.C. § 601 et seq. (1975 ed. and Supp. IV). These ADC benefits constitute most, if not all of her annual income of $4,368. Appellant brought this action against the Secretary of the Department of Housing and Urban Development (HUD) when the Secretary did not approve her application for a housing...
