The issues raised in this consolidated appeal and habeas corpus proceeding involve the relationship between subdivisions (f) and (ff) of section 647 of the Penal Code (hereinafter referred to as subdivision (f) and subdivision (ff)). In colloquial language the former makes it a misdemeanor to be drunk in public in such a condition that one is unable to exercise care for his or her own safety or that of others.
