Country Liquors, Inc., purchased an off-sale liquor business and sought to have the off-sale license transferred to its name in a new business location at 1810 Emerson Avenue North in the city of Minneapolis. The new location met the minimum standards required by Minneapolis ordinance. Hearings were held at which public opposition to the proposed location was expressed.
