This declaratory judgment proceeding challenging the proposed construction of an aerial tramway by defendants in the Columbia Gorge is before us for a second time. On the first occasion we held that plaintiffs had pleaded a good cause of action for declaratory relief, and that a demurrer to their complaint should therefore have been overruled. Harrison v. Port of Cascade Locks, 27 Or.App. 377,
