Appellant Thomas L. Sanchez entered a guilty plea to the crime of distribution of heroin in violation of 21 U.S.C. § 841(a)(1). The district judge committed Sanchez to the Federal Correctional Institution at Fort Worth, Texas, for observation and study under the Narcotic Addict Rehabilitation Act (NARA), 18 U.S.C. § 4251 et seq.
