The city of Des Plaines, a municipal corporation, Richard F. Ward and Rosemary Argus (petitioners) seek review of orders of the Illinois Pollution Control Board (Board) dismissing their amended complaint as frivolous and denying their motions for stay and vacatur of the dismissal order and for leave to file a second amended complaint.
