The plaintiffs, who are pretrial detainees incarcerated at the county jail of Milwaukee County, filed a motion pursuant to Rule 65, Federal Rules of Civil Procedure, for a preliminary injunction restraining the defendants from enforcing and continuing the present visiting policies and conditions at the jail.
