Defendant was arrested on November 25, 1974 following observations made over a two-hour period by members of a narcotics team. A police officer, equipped with high-powered binoculars, noticed the defendant in the neighborhood of 2175 Eighth Avenue, New York County, an area of high narcotics activity, in the company of a man named Ferbee, known to the officer as a dealer in cocaine.
