This is an appeal from a circuit court judgment upholding the dismissal of the Harlan Elementary School Principal and one of its teachers.

The appellants argue the circuit court did not review their dismissal as required by Osborne v. Bullitt County Board of Education, Ky., 415 S.W.2d 607 (1967), and KRS 161.790. They contend the case was treated as an administrative review rather than a new proceeding...
