This appeal involves the constitutionality of RCW 43.51.063, dealing with a lease of parklands for television stations.

KVOS Television Corporation (KVOS) executed a 20-year lease with the State of Washington acting through the Washington State Parks and Recreation Commission on August 11, 1954. The area of land leased is on top of Mt. Constitution within Moran State Park on Orcas Island in the San Juan Islands. That land was originally deeded...
