Plaintiff, Betty Goldsmith, administrator on behalf of the estate of Kay Keesee, brought suit in the Circuit Court of Livingston County against defendants Newton Township and Norris Snow as its highway commissioner and Livingston County and Jon Bourne as its Superintendent of Highways for the wrongful death of Kay Keesee.
