This case arises out of a petition to abate certain sewer charges assessed against plaintiff for the years 1970 and 1971. After a hearing, the Master (Leonard C. Hardwick, Esq.) recommended that the petition be dismissed. The recommendation was approved and plaintiff's exceptions were transferred by Batchelder, J.

Plaintiff is the owner of a building in New London containing six separate apartments...
