Kilpatrick, plaintiff, against the chairpersons and members of the Alabama Tenure Commission and the Montgomery County School Board, individually and in their official capacity as members of the Commission and the Board. The facts have been stipulated in a pretrial order entered by the Court June 29, 1977. Plaintiff was employed by the Montgomery County
