Pursuant to the Site Location of Development Law (38 M.R.S.A. § 481 et seq.) and the Solid Waste Management Act (38 M.R. S.A. § 1301 et seq.,), Elizabeth Lappie notified the Board of Environmental Protection (Board) of her intention to construct and operate a sanitary land fill.
