This matter came before the State Pollution Control Hearings Board on appeal from the denial by the Department of Ecology of a permit to operate, maintain and construct single-family homes within a flood control zone. The board affirmed the action of the department and entered its findings and conclusions with respect to issues raised at that hearing.
