The appellant Joseph Francis applied to the Minnesota Board of Barber Examiners for a license to operate a barber school. The hearing officer appointed by the board to consider the application denied the appellant a license because of the absence of a showing of a "public necessity" for the school pursuant to BE 61 of the board's regulations.
