Petitioners are commercial gillnet fishermen who harvest salmon in the waters of Washington state. They seek a writ of mandate ordering the Director of Fisheries to issue regulations which apply equally and in a non-discriminatory fashion to both treaty and nontreaty fishermen. They further ask that the Department of Fisheries be ordered to confine its regulation of commercial gillnet fishing to conservation...
