Plaintiffs, patients at the Mental Health Institute in Mount Pleasant and the Association for Mental Health, Inc., appeal trial court's judgment dismissing their class action which sought to permanently enjoin defendants from modifying Building 20 at the Institute for use as a medium security correctional facility.
