On January 6, 1975 petitioner, who was then pregnant, unmarried and without other children, applied to the Broome County Department of Social Services for public assistance under the Federally sponsored program for Aid to Families with Dependent Children (AFDC). The application was denied upon the ground that the petitioner's parents were supporting her and meeting her needs.
