The City of Corpus Christi appeals from a temporary injunction enjoining the city from enforcing its solicitations ordinance against the appellees. The City contends that the trial court's ruling adjudicated the ultimate issue of the applicability of the solicitations ordinance to the Police Officers Association's fund raising activity when it denied the City's suit to require compliance with the ordinance.
